Estelle versus gamble 1976 was a case under which the supreme court of the USA established the required standards of what prisoners must plead with an aim of claiming the violation of the 8th amendment rights (Wright, 2008). To be specific, the court states that any prisoner must plead omissions or acts that are sufficiently harmful to the available evidence indifferences that are deliberate to some medical problems. The court agreed to Gambles’ complains that the doctors had not provided the appropriate care. The court stated that all the medical malpractices didn’t rise to the levels of cruelty and punishments that were unusual just because the victim was an inmate. Since the beginning of the Estelle v. gamble in 1976, most courts have indulged in the protection of the prisoner’s constitutional rights to health services and care. During the 1976 ruling, all the prisoners were entitled to adequate medical care this means that up to date all the inmates are still entitled to medical health care.
There are various challenges that are experienced by the health care providers as they offer health care in correctional facilities. One problem facing the health care services is the increasing population of the older inmates. Prisons have recorded high morbidity rate and according to statistics, the older population has the highest rate (Genty, 1996). The age ranges from 50 years and above. The diseases that cause the death rate to increase include diabetes and the chronic pulmonary disorders that need special at attention. Women found in prison are bound to higher levels of drug dependence, suicide, and mental health care as compared to men. This means that this is a major problem that needs a lot of attention which may not be available. Another challenge is the upcoming asylum: the prisons and the jails most mentally ill people are housed in jails. Better treatment should be given to the mentally ill instead of just detaining them. They should be given an access to medical care.
Health care providers in female prisons do face unique challenges as they offer medical services to women that are not present in the male prisons. Women in prisons have more specific problems than the male prisoners and this means that the health providers also face unique challenges. The health providers get to face the challenge of pregnant inmates as well as breast feeding inmates (Genty, 1996). This problem causes a major challenge to the service provision of the female. This challenge cannot be found in the male prisons. Another challenge facing the female offender population that is not very common amongst the male population is the high rate of mental illnesses found among the female inmates (Rold, 2008).
When designing the strategic planning I would use the objectives, goals, strategies, measures (OGSM) frame work. The reason is because of its provision of a more conscience format that is different from the others. In addition to its clarity, there is an ease of developing as well as the ability of deploying long term strategic plans. Again, the frame work is used to connect bigger pictures of the strategic elements which include the vision, mission as well as the values of the correctional facility to more operational elements like the strategies, goals and initiatives (Wright, 2008). By using this frame work, the results are that we are likely to come up with an executable and a robust strategic plan.
